    Manpower requirements for Tanzania primary school system. (1979-1985)

    As a result of the introduction of the Universal Primary Education (UPE ) in Tanzania there has been a sudden increase in the numbers enrolled in primary schools. This has resulted in an acute shortage of primary school teachers. Any long term planning of the educational system should take into account of the future pupil enrolment and hence the number of teachers required to instruct them. This project is a sort of contribution to that increase. The main variables considered in the study are the number of pupils enrolled in primary schools and the size of the teaching force. As a result of the national policy of the UPE pupil population growth has been treated as the independent variable, that is to say teacher requirements are solely determined by the total enrolment. The data used in the study were collected from the Ministry of National Education Headquarters. Given the data constraints a number of assumptions was necessary if this projection increase was to be practicable. A major assumption that the only constraint in the ability of the schools to absorb the increased numbers enrolled is the availability of teachers. Constraints such as classrooms, school materials and equipment are ignored in the study. So the model is a combination of three sub models - the school enrolment; the teacher stock and teacher requirements and finally enrolment in Colleges of National Education (C.N.E.). Thus it is a "Teacher Supply and Demand" kind of model. There are four chapters. The first chapter provides a historical background about the growth of the educational system since 1960's. Later, according to the objective of the study, attention is geared to the primary education sector. The second chapter is about the literature survey. The model for the empirical work is as a result of and based on the literature surveyed. Chapter three provides the empirical results. The results suggest that during the period of projection (i.e., 1979 - 1985) the problem of shortage of primary school teachers would not be as serious as hypothesized at the beginning of the study. However, implications and constructive suggestions are given in Chapter four. All Appendices were used either implicitly or explicitly in the study.
