    Challenges facing human resources planning in the public secondary schools in Tanzania: a case of teaching staff in Kinondoni; Dar es Salaam

    The thrust of this study was to examine the challenges facing Human Resources Planning (HRP) in the Public Secondary Schools in Tanzania the case being the teaching staff of Kinondoni Municipal in Dar es Salaam Region. Specifically, this study intended to examine to what extend administrative, policy and social economic related factors affect the implementation of HRP in the Public Secondary Schools of Tanzania with respect to teaching staff. The study used a sample of 120 respondents who were primarily teaching staff and government officials. The study employed quantitative and qualitative methods to analyze data. SPSS was used to compute frequency, percentage, mean and standard deviation for qualitative analysis. The study found out that, administrative related factors affect adversely the implementation of HRP in the sense that the organizational structure of most public owned school act as main obstacle in HRP activities. The study also found out that policy related factors affect the implementation of HRP because of some political powers and government interference in decision making on matters related to education industry. The study further found out that, social economic factors play a negative significant role in the implementation of HRP in public owned schools, whereby teaching staff (as head count) are attracted by better salaries in privately owned schools. This pose a challenge to HRP as public owned schools as scarcely needed teaching staff find alternative to employment to better paying private schools. The study recommends; firstly to have two ways communication between the ministry and teaching staff organizing body. Secondly, there should be non-interference of policy makers neither nor political interference in decision making to all education industrial related issues. It further recommends that there should always be allocated funds to support education industry strategic plans, payment (salary) on time, recruitment, rewards and recognition at school level to boost up morale of teaching staff in public owned schools. Moreover, to have a successful HRP in public owned schools in Tanzania, there is a need of involving stakeholders in planning and the execution of HRP activities. Making use of HR official to plan and execute all matters related to HRP in education industry is important
