    The use of power by village governments in Tanzania: the case of Mngazi A and Bonye Villages in Morogoro Rural District

    This study titled "the use of power by village governments in Tanzania " examined the way village governments have used the power given to them by law to make self-development a reality. The research used case study research design. Samples of a hundred respondents were used from different social groups. Questionnaires, interviews and documentary reviews were the main instruments of data collection. It has been observed that village governments have not effectively used powers given to them by the law to attain self-development. They are still depending on and controlled by the district and central government officials through orders and directives. Villagers perceived that their governments were weak in front of district and central governments. Thus local self-governance and development were found to be as only ideas that failed to be translated into reality. It was also observed that current village governments attempted to make bylaws but they were not approved by the district council. Villages used village, district and central governments laws to run various village activities. Villages' sources of revenue are unreliable. Fines and money from sponsors are the only noteworthy sources. Moreover, villagers tend to comply easily when they find that projects under implementation were beneficial to all. But they tend to resist when they are not involved from the initial stages. What is needed therefore is not more decentralization of powers to the grassroots level but to make the village use the power they have more proactively. to achieve local self-development.
