    The effectiveness of institutions framework in supporting and monitoring the development of micro, small and medium enterprises in Tanzania: the case of Small Industrial Development Organization (SIDO)

    The overall objective of the study was to determine the effectiveness of existing institutional framework in supporting and monitoring the development of MSMEs, the case being Small Industrial Development Organization (SIDO) in Nyamagana and Ilemela districts in Mwanza, Tanzania. Specifically, the study aimed to examine the extent to which support services and strategies, human and financial capacity, monitoring of initiated programmes and participation of goal setting lead to the development of MSMEs. Both probabilistic and non-probabilistic sampling procedures were employed in obtaining a sample size of 50 MSMEs from a roster of enterprises supported by SIDO. Quantitative and qualitative approaches were used to generate data through structured and indepth interviews. A questionnaire was the key tool used to collect data on a five–point Likert’s scale. Quantitative data were analysed with the use of Statistical Package for Social Science (SPSS) whereby frequency, mean and standard deviation were computed for analysis. The findings from the study indicate that, the majority of MSMEs feel the services provided by SIDO are relevant but not adequate for business development. They agreed that SIDO has professional staff in various departments but yet inadequate. In terms of finance and equipment, there were inadequate financial capacity and equipment that lead to the development of MSMEs. Inspite of the fact that all respondents agreed on the importance of monitoring, most of these respondents claimed that adequate monitoring is not normally or timely done. Furthermore, it was found out that MSMEs and stakeholders are not adequately involved during preparation of SIDO strategies and goals settings despite the relevance of SIDO strategies in helping development of MSMEs. The study recommends a need for meaningful involvement of stakeholders in setting up goals and strategies for development of MSMEs, increased support services and strategies to deliver services, increased human and financial capacity for the MSMEs to graduate to high levels. There is also a need to encourage intensive training to enhance awareness on institutional framework, innovation and competence among MSMEs as well as improve the monitoring of initiated programmes
