    Local community capacity and primary school functioning

    The study has employed an item analysis approach to study and evaluate the responses of random stratified sample of 24 primary schools in Kagera region, on the reasons, which made schools to function variably. It looked at the extent schools were discriminated in terms of local community capacity to mobilise and allocate resources, plan and monitor programmes and facilitate active popular participation. The major findings were that the majority of local communities do not take up their school-related operational and management responsibilities due to; (i)Failure to analyse their local environments, (ii) Lack of adequate knowledge, skills and competency in planning and monitoring of school programmes, and (iii) Local community lack of sufficient exposure and participation-related knowledge and skills. The study recommends that: (i) legislative and legal measures would need to be adopted to redress the decentralization strategies so that both power and responsibilities are developed to local communities for their full participation in decisions about education and schools in their areas. (ii) Constant revision of school committee regulations to address the dynamic education needs of local communities. (iii) Administrators at school level should emulate approaches which encourage wide participatory schools governance to promote popular participation and school governance.
