    The effectiveness of primary school inspectorate in improving teaching and learning
    (University of Dar es Salaam, 2006) Mtani, Mugabe Adam
    The purpose of the study was to investigate the extent to which primary school inspectors in Tanzania have been effective in improving teaching and learning in schools after the 1998 inspectorate reform. The study sample comprised 75 respondents from four major categories namely; school inspectors, Primary School Teachers, Head Teachers and School Committee documentary review guidelines. Findings suggested that, advice from school inspectors helped to enhance the competence and skills of some teachers as well as head teachers in so far as management issues are concerned. Secondly, the inspectors’ recruitment procedures had improved. The quality of school inspectors’ in terms of knowledge of, and skills for inspection had also improved. Third relationship between school inspection and pupil’s performance was not clear. School, which was not frequently inspected, seemed also to perform as well as those frequently inspected and finally, thought there is an improvement in terms of knowledge and recruitment procedures of inspectors, there was little improvement in the performance of their functions. That was compounded by lack of significant improvement in their working environment and fringe benefits.It was recommended that more inspectors should be employed so that all schools were inspected at least once a year to improve pupils’ performance and their working environment and fringe benefits be improved.
