Performance evaluation of alternative procurement methods in Tanzanian construction industry
(University of Dar es Salaam, 2004) Mtani, Isabel
In the last decade, the Cl performance has been scrutinized. A diminishing supply of trained craftspeople, litigation, nonperformance (not on time, on budget, or meeting quality expectations) has led to different approaches to correct the problems. Two hypotheses were explored in this thesis First professionals have no adequate knowledge and experience on Alternative Procurement Methods. Second Alternative Procurement Methods have a significant contribution towards project success. The objectives of this research were, to find out the procurement related factors that affects project performance, to establish reasons for continue use of traditional building procurement methods and it aimed to determine the knowledge level of Professionals and Clients on the applicability of new procurement systems and their impact on the project success. Methodologies adopted for this study were questionnaire and interview, coupled with survey results from over 38 practitioners in the Cl from Dar es Salaam, Tanzania, to identify the source of problem. The findings shows that the knowledge level of professionals in the usage and applicability of Alternative Procurement Methods in a Construction project is the still inadequate, and requires more training to change the outcome. The study also proves that the Alternative Procurement Methods have a significant contribution to the project success if they are properly applied to the project depending on the project characteristics. The recommendations given is the introduction of a continuous Knowledge Advancement Program to all practitioners and the government to create a legal framework that allows the use of Alternative Procurement Methods in public projects
