    Factors affecting training and development programmes in Tanzania local authority: a case of Ilala municipal council

    The study aimed at looking on the factors affecting training and development programmes in Tanzania local authorities, a case of Ilala Municipal Council. On conducting this study questionnaires and interview were used as the method of data collection. The data obtained were analyzed by using Software Package for Statistical Package (SPSS). .Although IMC has training programme but its implementation brings complains from the employees on the issue of criteria for selecting employees for training and development. The study revealed that the most criteria used for selecting employees for training and development is not known by the staff. Also a number of staffs who are attending training and development is low compared to the number of staff at the council. IMC has 4396 staffs, out them only 219 employees were selected by the council to attend training in different courses both long term and short term in different learning institutions within the country for the financial year 2010/2011 (IMC capacity building plan 2010/2011). Also the study revealed that the implementation of IMC training and development programmes is affected by a number of factors such as shortage of fund, lack of training needs assessment, lack of clear and well designed training policy and lack of top management support. The study recommends that IMC through its source of fund such as taxes has to set aside enough training and development fund to improve the situation. Also training needs assessment has to be conducted to justify the needs of training.
