    Assessment of PEDP implementation in Morogoro municipal council
    (University of Dar es Salaam, 2007) Msabila, Dominik Thabit
    The purpose of this study was to assess the extent to which the Primary Education Development Plan (PEDP) had been implemented in Morogoro Municipality. The study was largely qualitative, using a case study design that involved the use of five data collection methods, namely questionnaires, interview, documentary review, focus group discussion and observation. The major findings of this study were as follows: Standard one enrolment rate in Morogoro Municipality rose from 89% in 2000 to 104% in 2004, but later it decreased to 89% in 2006. Also, enrolment of girls had improved; the Municipality had managed to employ 80 teachers; various school buildings had been constructed; new teaching and learning materials, like textbooks had been bought such that the pupil book ratio reached 1:3 in 2006; and financial management had been improved. Apart from successes, the researcher found out that some of the constraints during PEDP implementation in the Municipality include: delay in disbursement of funds; unpaid teachers' extra workload; overcrowding in classrooms; and low contribution by community members and parents. It was, thus, concluded that success in PEDP implementation in Morogoro Municipality was moderate since there were various constraints. Therefore, the study recommends frequent seminars and workshops for building awareness of the importance of education among people; timely and adequate funding from the central Government, Non-Governmental Organisations and other individuals; improvement in record keeping from the Municipal level to the school; and intensification of security and safety for school properties secured using PEDP funds.
