    Factors and problems in the process of implementing the privatization policy in Tanzania: the case of TBL, TANESCO and URAFIKI

    Despite the fact that privatization policy has been in existence for more than ten years in the country, yet, there has been many reported cases of stiff resistance from both, the organizations' management and employees, when the actual implementation of the policy is put into action on some parastatals. This study investigated on the factors that contribute to this resistance on the implementation of the privatization policy in Tanzania and focused the managements and employees of TBL, TANESCO and URAFIKI in Dar es Salaam region. The study aimed at examining and documenting the aims and objectives of the privatization policy as formulated by the Tanzanian government as well as examining the reasons for the stiff resistance by management and employees on the implementation of the policy. The findings indicated that, to a large extent many objectives of the policy have been attained. Also the factors contributing to the stiff resistance on the implementation of the policy include those resulting from the fact that the policy is not clear among most managers and employees, fear of both, managers and employees on security of their employment, absence of effective educational programmes on the policy and the weakness on the existing labour laws. Finally, it is recommended that there should be intentional strategies to make sure that organizations' management and employees fully understand the policy and its objectives. Also transparency should dominate the implementation of the policy and the existing labour laws should be greatly reformed to accommodate the situation.
