    Post- conflict actors’ behavior the case of the government of national unity in Zanzibar

    This study intended to investigate the post-conflict actors’ behavior. The Government of National Unity in Zanzibar was taken as a case study. The problem of the study was to examine the actors’ behaviors and practices in the post conflict period and their performance in the Government of National Unity (GNU). Therefore, the study intended to achieve the following specific objectives: firstly, to analyze the common legal frame-work for the Government structure, policy and functions; secondly, to assess the current statements and actions of leaders of two major parties which are CCM and CUF; and lastly, to examine the effectiveness of cooperation between CUF and CCM in socio-economic development. The study used politicians, government officers, media editors and members of political parties as the sampled population who provided information through questionnaires and interviews. The quantitative data were analysed using the Statistical Package for Social Sciences (SPSS) and excel spreadsheet, while qualitative data were analysed through content analysis and presented by graphs, tables, figures and descriptions.The study found that the establishment of the Government of National Unity (GNU) in Zanzibar constituted a fruitful outcome of positive peace. However, some spoilers hindered the success because they were against the inclusion of the opposition members into the cabinet. Some of those who thought of becoming ministers lost their positions the opposition party. Moreover, some members were pessimistic to receive and adapt themselves to these new structures due to their ideology and perception towards the opposition in running the government. Therefore, the study has revealed that the actors’ behaviors and practices in the GNU face an ambiguous situation of either sticking to the original objectives or turning against the GNU. It is recommended that there is a need of having the commission or an independent body to look after the government activities on daily basis so as to regulate the political parties’ interest, pressure and interference on the GNU
