    Factors hindering the effectiveness of the staff training function at the University of Dar es Salaam.

    This is a study on staff training at the University of Dar es Salaam (UDSM). It examines thoroughly, the manner staff training has been undertaken at UDSM. It also explores the factors affecting the effectiveness of the staff training function at UDSM. The underlying consequences are also spelt out. The study proves the anchor that the staff training at UDSM is poorly performed. The best way of proving this was by presenting a comparative view on an ideal training programme vs what is undertaken in the UDSM staff training process. The study was based on the case study approach that focused the University of Dar es Salaam. Both deductive and inductive methods were used to test the hypotheses. Stratified and purposeful techniques were employed to select the respondents that were put into two major categories: academic staff and support staff. Interviews, documentary reviews and focused group discussions largely facilitated the gathering of the required data. An overview and historical approach of staff training and development guided the literature review. The study findings, largely helped to confirm and reveal the anchor and the study premise. It revealed that training programme and policy, and training needs assessment (TNA) largely affect the effectiveness of the staff training function in any work organization e.g. the University of Dar es Salaam. The study also reveals that, lack of staff training funds affects the training function and its effectiveness. The study emphasizes the importance of the staff training policy in any work organization, that in turn guides the forecasting and determination of staff or manpower skill requirements. Staff training needs to be performed effectively and professionally in order to accurately establish the quality and quantity of manpower required to meet the performance needs of the organization.
