    Comparative analysis of community based wildlife and forest management performance in Tanzania: the case of Burunge wildlife management area and Suledo village forest reserve in Manyara region

    The study was undertaken to identify differences in underlying policy and legal factors influencing the performance of CBFM and CBWM and assess their implications to local community livelihoods and the condition of wildlife and forest resources in BURUNGE WMA and SULEDO VLFR. The results contribute to the understanding of the need for harmonization of the CBFM and CBWM and their governing policies, laws, regulations and guidelines which has undermined the benefits streams from the different approaches to the local communities. The multi-criteria assessment (MCA) method was used to identify the criteria and analyze respondents‟ perceptions on the performance of the CBFM and CBWM in the selected case studies. The information was obtained through household interviews, key informants interviews, focus group discussions and documentary review. As regards rating of efficiency related to scores of CBWM and CBFM the study indicated that the two approaches are perceived significantly different. Based on combined criteria CBWM in Burunge WMA performance score was higher than CBFM in SULEDO JVLFR. The overall better performance of JUHIBU against ZEC could be explained by its robust institutional set up at the apex and substantial revenue remitted to member villages. Such findings lead to the conclusion that the CBFM and CBWM performance are significantly deterred by the differences in their underlying policies and laws. Successful performance of these two approaches need harmonization of policies and laws to enable local communities obtain multiple benefits from forest and wildlife resources utilization and therefore motivate them to actively engage in managing both forest and wildlife resources
