    Transforming public engineering workshops onto technical agencies: critical decisions ahead and strategic efforts approach.

    Transforming of an inefficient bureaucratic firm into a dynamic, customer driven one is challenging under any circumstances. The road to success of such process is littered with wreckage of firms that failed while attempting. The main cause has been that, either they did not thoroughly address their initial environments or did not set-proper direction in evaluating and predicting the changing environment on their ways. This dissertation is about a similar case whereby public engineering workshops are transforming into autonomous business-oriented technical agencies. The developed approach is a result of three sub problem. The typical transformation model and analytical theories are contained in the first sub problem; provision of analytical tools. There after, workshop business practice is raised by a field study undertaken at Tanzania Motor services (TMSC)- Dar es Salaam branch. The study cited the competitive service delivery system with a great interest on quality enhancement and cost reduction measures for customer satisfaction objectives. The last sub problem concerned with building a knowledge ware on an effective transformation, and this is fulfilled by the major part of an action research. The existing transformation policy and conceptual frame did not express the clear direction. By so it was postulated to lead the transformation in wrong direction or nowhere at all. That is why this approach proposes new vision to success. Technical contribution in development of humanity was the proposed new ideology. Features of envisioned future proposed includes, the acquisition of modern technology and communication infrastructure, better economic base, more customer satisfaction features and better scheme of service for workers. This vision could be bridged with the existing situation by external and internal environments' assessment, identification of key issues, development of strategies to deal with issues, decision making, strategic acting and continuos monitoring of results. By making use of this approach the agencies are assured of long term success and on time consciousness about their road to success.
