    Determinants of employment –based health insurance coverage in private sector establishments: a case of Dar es Salaam region

    This study aimed at investigating the determinants of private sector employers’ decision to provide health insurance to their employees taking Dar es Salaam region as a case study. The study collected primary data from Ilala, Kinondoni and Temeke districts through administering the questionnaire to respondents. In determining these factors, the study applied theoretical model based on expected utility by Nyman (2001) and an empirical model similar to the model used by Seim et al (2007). A number of firm’s social, financial and human resource factors as well as the factor that captured employer’s awareness on the relevance of health insurance were regressed on the decision to offer health insurance using a binary logit model. The obtained results revealed that employer’s awareness on the relevance of health insurance was the most influential variables were firm size, firm origin, firm industry, employees’ occupation types and employees’ education levels. Based on the findings, the study recommends that the Government and relevant stakeholders should provide education to both employers and employees of the private sector on the relevance and benefits of health insurance. Nevertheless, review of currently used national health policy of 2007 and national employment policy of policy concern.
