The provision of financial services and the emerging economic sector of Small and Medium-size Enterprises are at a turning point in Tanzania following the new trend in the economic order. Unfortunately, however, the funding of small and medium-size enterprises is obscured owing to problems relating to lack of clear and comprehensive law and regulations to match the prevailing policy. those significant hindrances affect the growth and prosperity of Small and Medium-size Enterprises. At present, matters pertaining to funding SMEs are scatted in varies statutes. Further, there are no regulations to cater for procedures to be complied with by SMEs intending to access fund facilities from the relevant Government institutions. These shortcomings were identified and closely examined in the case of the Fishing industry in Mwanza, which this study deals with. The study is divided into six chapters. Chapter one deals with preliminary matters. Chapter Two is a discussion on the theoretical foundations. The observation of policy, law and practice in relation to financing SMEs in Tanzania is dealt with in Chapter Three. Chapter Four explains the field study and analyses the findings. It covers the views of the Tanzania Bankers' Association, the banks the small and Medium-size Enterprises in the fishing industry. Chapter Five draws a summary of findings and revisits the hypothesis and Chapter Six provides general conclusions and provides some recommendations.
