    The assessment of the effectiveness of recruitment and retention practices in local government authority
    (University of Dar es Salaam, 2009) Mfaume, Sikujua Ally
    The study assessed the effectiveness of recruitment and retention practices in local government authorities. The motive was to examine what are the factors affecting the recruitment of staff in local government and factors affecting the retention of staff as well. The research design was descriptive (cross sectional) which best suited the nature of the study. Semi - questionnaires were administered to staff members and interview was conducted to the management officers from the councils. The sample size of 104 respondents was used to collect data. Data was analyzed using the SPSS packages and summaries were presented in the form of tables, graphs and figures. On recruitment side, the results obtained on the factors affecting recruitment practice necessitated the need for LGA to be provided by full autonomy on all matters relating to recruitment practices. The findings indicate that lack of full autonomy, poor council employment policy, unattractive working condition and unattractive pay package has been observed to be the major factors that hinder effective recruitment. Despite the findings on recruitment and retention practices, HRP is of more importance in order to guide the recruitment and retention practices. The findings discovered there needs to make more effort in implementing HRP that will help LG to obtain employees who are well required by LG in a given period of time. The study was cross sectional; therefore longitudinal method could be used to study the same issue. Quantitative approach also could be used to collect data since this study was qualitative in nature. The findings can be analyzed by considering the need of HRP in recruitment and retention practices. The study recommended that the council should make use HRP. Also the government should take efforts to ensure the councils make use of recruitment procedures as required.
