Analysis of the effectiveness of the lending procedures on the revolving housing loan fund for civil servants facility
(Unversity of Dar es Salaam, 2010) Mdimidim, Happiness
The main objective of the study was to empirically assessing the effectiveness of the lending procedures on the revolving housing loan fund for civil servants in Tanzania. A total population of 500 tested through a sample survey of 100 civil servants of five Government Institutions. Data were analyzed using the Statistical Package for Social Sciences (SPSS). The findings indicate that there is effectivessness in the repayment of the loan from the civil servants, procedures involved in loan processing are bureaucratic, funds issued are not enough to cater the constructions cost. Civil servants appreciated the criteria used by the Ministry of land to assess loan applicants from various government institutions. The implication of the findings to the study is that, the house financing in Tanzania is not yet done enough to cater the needs of Tanzanians especially civil servants. Funds from the government are not enough to meet the construction needs of its employees. Also I came up with some recommendations that have been divided into two parts: The government should increase the size of the revolving fund so as to cater the needs of its employees, the processing of the loan applications should take into account the time value of money, and the fund should be promoted to various civil servants. Practically, the findings indicate that there is a need to increase the size of the loanable fund provided to the government employees.
