    Development of a framework for the integration of safety and quality management in the construction project delivery process.

    The construction industry plays a very significant role in socio-economic development of any nation particularly in providing employment and socio-economic infrastructures. This industry is employment intensive and has a high proportion of accidents and safety management is always taken for granted. This thesis analyses the current state of safety and quality management in the Tanzanian construction industry and proposes that, if safety management is linked with quality management, safety performance is enhanced in this industry. The research used both quantitative and qualitative data from five major clients, eleven formal consultants and eighty two formal contractors. The research established that a large proportion of key players in the Tanzanian construction industry still take safety for granted and it is not given priority during design, tendering and implementation stages. An attempt to manage quality systematically was observed. However, a quarter of contractors was aware of the TQM concept and has put it into action. The research established a safety management system and further integrated it with quality management for construction organizations to guide key players. Furthermore, the research has established a framework for effective management of safety-focused quality management activities throughout the construction delivery process. The research recommends that safety and TQM training should be offered to the key holders responsible in the construction delivery process and to all personnel in organizations. Safety was also recommended to be included among the criteria for tender evaluation. Furthermore, safety training should be included in the curricula for engineering students. Lastly, the responsible organs for enforcing safety rules should develop strategies of encouraging the key stakeholders in delivering construction projects on how to practice safety without being driven by complying with the legislation.
