    Urban housing and the lower income: an assessment of the Tambukareli re-development project, Dodoma, 1979

    This research is focused on the problem of urban housing especially on the shortfall of supply over demand. The various policies that have been introduced have been minimal to satisfy demand and have at times led to a reduction of the existing stock without a corresponding measure to ensure increased development. This problem is seen to lie in the trial and error basis of approach to a policy of urban housing. A conceptual framework is discussed in chapter two especially on the paths to urban planning, followed by an appraisal of the various policy measures in a historical perspective. The lack of priority for housing provision is seen as a product of the colonial legacy which is embodied in the very evolution and therefore the role of the urban places that evolved. This chapter is integrated with chapter three on the capital transfer and demonstrates how these contradictions have continued up to the present. The lack of a comprehensive housing policy is confirmed with a case study of a redevelopment project. The thesis ends with some recommendations upon which a housing policy can be formulated which will not only save the government from the heavy burden in terms of housing subsidies but also which will enable the private sector contribution to keep pace with demand and thereby reduce dependency on the public sector whose commitment is low
