    Sustainability assessment of the water supply services and sanitation of Makonde water supply utility in Mtwara region in Tanzania: a case study of Newala and Tandahimba Towns

    For the past three decades, Tanzania has experienced many failures of water supply projects, the Makonde Water Supply being among the worst performing utilities. The trend evidences unsustainable services as every time a number of initiatives supported by Government and donors have to be implemented to improve the situation. This study aimed to assess the performance, Managerial autonomy and Sustainability Index of the Utility. It also correlated indicators of performance and sustainability. The methodology was collection, processing and analysis of data for the indicators. Tools were administered questionnaires, interviews, literature review and observations. Processing and analysis of both performance and sustainability made use of Excel Spreadsheet and Statistical Package for Social Sciences (SPSS). Whereas analysis of Managerial Autonomy employed Excel Spreadsheet, CIER and APRI (2006) framework was used to assess the Sustainability Index. The study established that Sustainability Index is about 28% and that the services are unsustainable. Critical components of sustainability were Human health and infrastructure which scored 0%. Recommendations require fully managerial autonomous Undertaking to carry out utility major rehabilitation and extension, strengthen its institutional capacity, work on demand responsive approach, increase stakeholder involvement, adhere to water quality measures and full routine maintenance, enhance use of Management Information System (MIS) and ensure 100% water meters installation. The central Government should facilitate and supervise the Utility undertaking, improve electric power supply, increase subvention and incentive to the Undertaking and staff as well as enhancing effective monitoring.
