    Factors affecting Tanzanian local government authorities performance appraisal practices: the case of Ilala municipal council, Dar es Salaam

    This study was aimed at investigating factors affecting Tanzanian local government authorities’ performance appraisal practice. The study was carried out in Ilala Municipal Council in Dar es-Salaam region. A sample of 80 respondents was selected for the study. A simple random and purposive sampling was used to select the respondents. A total of 10 questionnaires were distributed to the heads of departments of the council and 70 questionnaires to other employees. Methods of data collection were interviews and documentary sources. Statistical package for social scientists (SPSS) was used to process data where the primary data themes and patterns emerging from responses were identified and secondary data themes and categories were recorded in number to determine the adequacy of consistency and similarities of the information around the study objectives. The findings of the study revealed that the majority of employees’ were aware of performance appraisal practice carried in their council but inconsistence was noted in implementing and monitoring the top council management for they provided little support to the programme. Therefore, it is recommended that, for performance appraisal to be more effective employees and their supervisors should be trained and that management should provide full support to the programme. Subordinates should be provided with enough equipment and funds for implementation of the programme.
