    Factors affecting the effectiveness of procurement in Tanzania a case of selected public procuring entities

    The main objective of the study was to examine the factors which affect the effectiveness of procurement practices in Tanzania. It examined Compliance to PPA and Regulations, procurement process awareness and skills/professionalism and the way it leads to elective procurement practices. A descriptive cross sectional research design based on case study was used. The data was collected through the use of structured questionnaires from the Ministry of Agriculture, Tanzania Building Agency, Tanzania Institute of Accounts. PCCB, TANESCO and 28 companies of procurement stakeholders dealing with the supply of goods, work and services. Basing on the variables and the stated hypothesis data were analyzed by the use of Descriptive statistics, Chi-Square and Kolmogrov-Smirnov techniques. The findings of this study indicate that there is a low level of compliance in Public Procurement and inconsistency Procurement process, moreover findings reveal that the low level of skilled and experienced staff affect the smooth running and effectiveness of procurement practices. The study recommends that the government should continue with enforcing procurement laws and train all PEs staffs to understand their duties so as to avoid negligence in complying with the requirements of PPA No.21 of 2004 and its regulations. Procurement officials need ethical guidance clarifying restrictions and prohibitions to prevent conflict-of-interest situations especially, all sources of personal gain say in the use of quotation, single source methods and contract amendments. Procurement require high professionalism therefore, enhancing professionalism in procurement is a very important factor which requires not only management procedures but also a clear set of values and ethical standards. The fundamental issues in the PPA No. 21 of2004 and Regulations of2005 are not sufficiently addressed by the previous studies discussed in this study in either their original or extended forms. Thus, this study adds more knowledge and as well poses challenges that should be considered by future studies.
