    Historical roots of land conflicts in the old Mbulu district, 1945-2005

    This study examines the disputes and conflicts over land in Mbulu district from 1945 to 2005. The main objective of the study was to show the causes, magnitude and changes in the nature of conflicts over time. In an attempt to deal with the subject matter this study relied on library, archival and oral data. The study reveals the fact that in pre-colonial Iraqw, the ownership, control and utilization of land were peacefully maintained, but the onset of colonialism in the district from the1890s destroyed the traditional land tenure system. This established the root cause of land conflicts in the district. The study also found that in bringing legal services closer to the community, government introduced: the villagization policy of 1970s, the Regulation of Land Tenure (Established Village) Act of 1992, the 1999 Land Act and the Land Tribunals of 2002. But these measures triggered land conflicts in the district instead of resolving them. The study concluded that the genesis of land conflicts in Mbulu district was rooted in the shift in the politics of land control, allocation and its utilization from the traditional authority to the colonial and post-colonial authorities. Therefore land conflicts in Mbulu district were historically grounded and changed in their form, content and magnitude over time.
