Assessment of the success factors for procurement project on power network equipment in Tanzania: the case of Tanzania Electric Supply Company Limited (TANESCO)
(University of Dar es Salaam, 2019) Mahiya, Bernard Jacks
Procurement of power network equipment constitutes a major part of electricity business. This equipment is very important and buying them will require formation of a thorough process in the implementation of procurement projects. Most equipment was procured to hook up with technological changes and customer pressure for excellence services. Thus, project managers need better understanding of success and/or failure factors and how to measure them. The aim of this research was to systematically asses the ISFs leading to PPS. Many project success factors such as factors related project manager performance, factor related to organization, factors related to project and factors related to external environment were become apparent from this research. A research used both primarily and secondary data. The research was targeting a sample of 100 respondents in order to have better representation. Data collection methods and tools were questionnaires, interview and documentation. The research used IBM SPSS V.18 to conduct factor and correlation analysis to reduce the observed success factors during the survey and determine relationship between them and PPS, and multiple regression analysis to determine magnitudes of relationship among the SFs. The regression model used was Y= ß0+ßixi + ß2X2 …. + ß7X7 whereas Y stand for PPS and XI … X7 represents SFs. Also VENSIM DSS V.6.4E Software was used to assess effect simulations. The equation used was Y= ß0 +’’YI’’ + ‘’Y2… +’’Y7’’ whereas Y represents Effect i.e. ‘’PPS’’ and YI to Y7 represents causes i.e. ISFs. The study revealed that, seven (7) principal components were retained after factor extraction which accounted for 75.339% of the twelve (12) identified SFs which has scored 50% and above vote of respondents from field survey. Also the results obtained for R = 0.886 and R-squared = 0.785 during analysis have made a conclusion that there is a strong significant between ISFs and performance of procurement project in TANESCO. Also cost and budgetary control, training, supplier relationship and management and legal framework were noted as major contributor to the performance of PPS. HOWEVER, in order to achieve procurement project success within a very short period. It is recommended for TANESCO to comply with all validated identified SFs particularly for power network equipment so as to enhance performance levels of their respective procurement project
