(University of Dar es Salaam, 2008) Madadi, Yohana Martia
The main purpose of this study was to investigate the process of implementation of the Training of Trainers (TOT) programme in the fight against corruption in Iramba district. The TOT programme was initiate in 2001 by the Directorate of Community Education of the prevention and Combating of Corruption Bureau (PCCB). A qualitative research approach was used to be able to get a holistic picture and detailed Information, a total sample of 67 respondents was purposively selected. These includes twenty teachers, thirty-five ordinary citizens, eight officials from PCCB, two trainers and the District Education officers and Semi-structured interview, focused group dissertation and documentary review methods of data collection was used. The study findings revealed that teachers were inadequate and unqualified to be able to train others as expected, lack of adequate financial and instructional resources as well as motivation and incentives to teachers/ trainers. TOT programme was conceived at the top-d own that key sectors were not involved in the planning process that lacked ownership and commitment during the implementation. The study recommends that the PCCB should ensure well trained and qualified teacher/ trainers on training skills and knowledge on corruption. The PCCB should provide adequate funds, instructional resources to TOT programme. Also, provision of motivation and incentives to teachers. Lastly, there is need for further researchers investigate other regions to come out with a broad picture on the implementation and impact of the Tot programme in the war against corruption in Tanzania.
