(University of Dar es Salaam, 2010) Machange, Brenda Fred
The main concern of this research was to examine post privatization performance evaluation of public enterprises has been effective. Specifically, the research aimed at finding out the extent to which privatized enterprises abided by the privatization operational regulations. The study comprised of a total number of 60 of respondents. The study used various instruments of data gathering such as questionnaires, face to face interview and participant observation. The study findings reveal that privatization regulations had not been effectively adhered to by the surveyed institutions, as indicated by low levels of adoption of technology, low levels in developing human resource and low levels in environmental considerations. This indicates improper planning in implementation of the privatization exercise. The study also found a number of factors that hinder effective monitoring and evaluation, including inadequacies in funds for monitoring, lack of competence staff in the field, lack of facilities, lack of manpower, motivational issues, communication problems, inadequacies in the legal system, as well as lack of effective policy. Recommendations on strategies to be adopted in order to ensure those privatizations regulations are adhered to were also given, including: allocating adequate funds for monitoring and evaluation, having an effective monitoring and evaluation policy, having adequate and well trained staff.
