    The role of monitoring and evaluation in improving beneficiaries targeting of poverty reduction programmes a case study of TASAF III Programme: Kibaha district council, Tanzania

    The study examined the role of Monitoring and Evaluation in improving beneficiaries targeting of Poverty Reduction Programmes, using a case study of Kibaha District Council, Tanzania. Its specific objectives aimed: to establish the way TASAF III programme poor beneficiaries were actually selected, to determine the nature and magnitude of complaints of dropped-out beneficiaries if any, to determine the reasons of poor selection of TASAF III program beneficiaries, and to find out community participation in the process of TASAF III program beneficiaries targeting. Convenience sampling and snow ball sampling procedures were employed to come up with 79 respondents. Primary data collection method employed questionnaires and Focus Group Discussion. Secondary data collection method was employed to get data from village offices and TASAF District office. Research findings established that M&E could play a great role in TASAF III programme beneficiaries targeting if it could be conducted before cash transfer because it could eliminate errors such dropping out qualified households. Moreover, this would have enabled proper functioning of the designed procedures and helped TASAF III programme to better attain its objectives.
