    Human resources planning in public works organization: the case of Kibaha Education centre

    The study on the effectiveness of the implementation of Human Resource Planning -was done at Kibaha Education Centre which is a Public Organization. Purposive sampling method was used to select the study area because Kibaha Education Centre is among old established parastatal in Tanzania and has been surviving from economic constraints for a long time. 100 respondents participated in providing responses and were purposely and randomly sampled. Case study design, qualitative and quantitative approaches were employed during the study. Data collection methods included interviews, observations and documentary analysis. Research instruments used during data collection were interview questions, observation and documentary review questions. Collected data were analysed basing on research objectives. The findings indicated that the importance of HIZP included the application of modern technology, the increase of productivity, cost reductions and best use of human potentials finds the findings also reveal that effective HRP results into good recruitments, training and allocation of manpower based on professional carrier. Furthermore, the findings reveal that provision of training has been effective and that it has enabled employees to be competent in different skills applicable in the organization. The findings indicated that seminars/workshops provided quality health and teaching_ services and the use of modern facilities and equipment. The findings indicated there were constraints that affect effective implementation of HRP. These constraints included lack of finance, allocation of KEC in the semi town, unavailability of some cadres in the labour market, nature of KEC as a multisector organization. The findings reveal that lack of finance affected issues such as training and recruitments. Moreover, the findings the revealed outcomes of HRP included increase •in manpower, provided opportunities for people to undertake training in various fields and that created a pool of manpower for KEC. From the findings of the study a number of recommendations have been provided to improve staff welfare to retain staff in KEC.
