    Challenges facing human resources development in Tanzania local government: the case study of Kinondoni municipal council, Master dissertation, University of Dar es Salaam.

    The purpose of this study was to Evaluate Higher Education Financing in Tanzania. The study was conducted at UDSM, UDOM, MU, TUDARCO and SAUT. The objectives of the study were to assess the impact of loan fund on student enrolment, to evaluate the performance of loan recovery from beneficiaries since 1994, to determine whether the mechanism for identifying needy Tanzanian students is effective or segregative and lastly, to assess the soundness of eligibility criteria forgrariting Loans. A sample of 1196 respondents was used which included 1101 students of selected Higher Learning Institutions, and 95 ex- students who are employees of various public and private organizations. Three instruments, namely questionnaire, interview schedules and documentary review of various records were used. The study revealed that the increase in enrollment of students in Higher Learning institutions is attributed to student's loans provision and the expansion of public and private primary and secondary school enrollments. The study also revealed that HESLB is employing enough efforts to recover loans granted to beneficiaries since 1994. The mechanism and the Guidelines and criteria for granting loans was found to be satisfactory. The study recommends that the government should increase loanable funds to HESLB, and the Board should put much effort on recovery of loans. Also the Government should change Means testable loan items from the recent ones and lastly, HESLB should establish zonal offices in Zanzibar, Arusha, Morogoro and Mwanza so as to bring its services closer to its stakeholders.
