    The impact of secondary education development plan (SEDP) on the Quality of secondary education in Tanzania: case of Njombe district

    The study intended to investigate the impact of SEDP on the quality of secondary education in Tanzania with the attention of Njombe district in Njombe Region. Four objectives and questions guided the study which focused on views of stakeholders on the implementation of SEDP; quality changes in teaching and learning brought about by SEDP in the schools; constraints and achievement in implementing SEDP in the schools; and suggestions for the improvement of quality education in secondary schools .Hoy et al (1991) ideas were adopted to guide the investigation. The study employed a case study design and qualitative research approach although some elements of quantitative research were involved. Data were collected through interviews, focus group discussion, observation and review of documents from 57 respondents in the categories of heads of school, teachers, students, parents, District Secondary Education Officer and Zonal Chief Inspector of School. Sampling techniques which included simple random and purposive sampling procedures were used to obtain the target respondents. Qualitative data were analyzed through content analysis and employed simple calculations, tables, frequencies and percentages for quantitative data. The study findings revealed that education stakeholders appreciated the plan that was designed to address the shortage of secondary schools in Tanzania. However there were no good changes in teaching and learning environment but there were changes in equity and access. Likewise it was revealed that SEDP faced many challenges in its implementation. As a result secondary schools were ineffective in providing quality education. In the light of research findings, it was concluded that government and education stakeholders had to work in partnership in implementing SEDP for quality improvement in secondary education. This would help to capture the participation and contributions from both without relying only to government.
