    Introduction of Environmental management system to the Government Chemist Laboratory Agency (GCLA)

    The government Chemistry Laboratory Agency (GCLA)) focus faces environmental management challenges related to its activities and services. A study was conducted to assess the possibility of introducing an EMS. It was aimed specifically on reviewing the existing environmental management practices, to identify existing gaps, assessment of barriers efficiencies in utilization of water, chemicals and electricity, ad to propose a framework for introducing an EMS Data Were obtained through questionnaires, semi structured interview and observation. Steps for introduction of an EMS were followed as specified in the ISO 1400I [2004(E): Requirements with guidance for use]. Generally, gap analysis has revealed that the existing environmental management practice at GCLA (Safety manual) covers approximately 30% of the EMS requirements. Key issues such as commitment for continuous environmental performance, compliance to legal requirements and prevention of pollution are not covered. The existing environmental management practice (safety plan/program) has not been implemented fully as it is not given high priority by the top management and due to insufficient fund. Furthermore, the utility efficiency of water and chemicals is poor and there is a piling of expired chemicals (since the inception of the laboratory) and c-wastes. Introduction of an EMS may improve the situation. It is therefore recommended that the top management should commit itself in implementing the EMS to help achieve the overall environmental performance of GCLA
