    Identification of critical performance drivers to construction projects in Tanzania: the case of local government authorities

    The study sought to identify project performance drivers for construction projects in Local Government Authorities. The study was carried out in Kibondo, Temeke, Mafia and Kinondoni Districts. Specific objectives of the study were the following; to identify factors causing poor performance of construction projects, to identify success factors to construction projects and to recommend critical performance drivers for construction projects in Local Government Authorities. In carrying out this research, a mix of quantitative and qualitative research approaches were was used. The study used non-probability sampling technique and case study research strategy to get ideas and experiences of Local Government Authorities. The research involved 78 questionnaires interviews, observation and documentary review. Data collected were analyzed using Statistical Package for Soft ware Systems. (SPSS) and Microsoft Excel. Findings revealed nine critical performance failure drivers and seven critical success performance drivers. Identified failure drivers included: unrealistic bill of quantities, poor design, lack of capacity of contractor or client, poorly prepared tender documents, poor involvement of project beneficiaries, cash flow problems, lack of materials, poor communication and lack of management support. Identified critical success performance drivers were the following: Motivation and incentives, experience and competence of client/contractor; community contribution; project monitoring; skill availability; timely decision making; and supervision.Based on findings, the study recommended that necessary interventions should be instituted to minimize or eliminate critical failure drivers. Critical success drivers should be reinforced. The study should also be replicated in other areas to allow generalization of results.
