    The contribution of sports development policy in Tanzania on the development of swimming sport and physical education: a case of Dar es Salaam Region

    The study assessed the Implementation of Sports Development Policy in Tanzania on development of swimming sport in Tanzania. The objectives of the study were: (1) To examine the contribution of sports development policy (SDP) on development of the swimming facilities and equipment; (2) to examine the contribution of SDP on training of swimming technical experts; (3) To assess the contribution of SDP on facilitation of swimmers in international competition; and (4) To investigate challenges of implementing SDP in swimming sport. The study is mixed methods in nature and employed questionnaires, documentary review and observation. The sample for study comprised of 100 sport officials from various sports institutions and 200 national team swimmers were found by using random and purposive sampling procedures. The findings of the study revealed that few (30 per cent) sports Development Policy as well as using the Policy in maintenance of the sports facilities in Tanzania. Secondly, very few (10 per cent) sports Institutions’ leaders give support to the area of training of sports technical personnel as well as organize professional conferences and seminars for sports technical personnel. Thirdly, very few it was revealed that the numbers of Tanzania’s team entry into international competitions have increased since the launching of current national sports development policy in 1995. Fourthly, very few (10 per cent) sports institution leaders have been involved in National Sports Development Policy implementation process as well as been involved in the building of sports facilities, training of sports personnel and participation in national teams in international sports events. Firth, majority (70 per cent) of sports Institution’s leaders were of the view that there are major challenges included the fact that current national sports development policy is out dated and ineffective tool for sports international competition; lack of political will for developing sports in the country; lack of proper link between government and sports institutions in developing sports; and inadequate financial support for sports industry. The study concluded that the national sports policy is ineffective in facilitating participation in national and international swimming competitions. The study recommends the government should review the current National Sports Development Policy of 1995 concerning the international participation in swimming sport. The process should all key stakeholders both in sports organizations as well as in academic institutions dealing with sports. It also recommended that further studies should be conducted on implementation of sports development policy on other sports disciplines.
