    The term Small Scale Industry has been defined variously by different writters. For example Robert W. Davenport (See R.W. Davenport p. 8) borrows his definition from Eugene Staley and Richard Morse (See Staley and Morse p.8) whose definition of small industry means all manufacturing carried on in relatively small establishments. It includes both non-factory forms such as household (cottage) industry, artisan industry as well as factory forms such as metal works on a small scale like manufacturing kitchen knives and the like, woodworks such as carpentry, lambering, paper manufacturing etc, all on a small scale. SIDO, on the other hand, defines a small scale industry as any unit whose control is within the capability of the Tanzanian people individually or collectively in terms of capital requirements and technical know-how. It also includes both factory and non-factory forms and deliberately avoids the use of some of the internationally recognised criteria such as the intensity of capital or labour in order to provide for more flexibility and applicability in the urban as well as in the rural areas.
