    The effects of government’s freeze of employment in public organisation’s in Tanzania from 1991 to 2000: a case of University of Dar Es Salaam, Main Campus Academic Staff

    This study assessed the effects of the government’s freeze of employment in public Organisations in Tanzania from 1991 to 2000, a case of the University of Dar es Salaam main campus academic staff. The main objective of the study was to examine the effects of government’s freeze of employment in public Organisations in Tanzania from 1991 to 2000. The specific objectives were; to investigate the effects of the policy on the workload, to investigate the effects of the policy on the quality of output and finally, to investigate the effects of the policy on remuneration. The study was descriptive in nature and therefore qualitative research approaches were utilized. The study involved a total of 50 respondents at the University of Dar es Salaam, main campus. The field data were collected using questionnaires, interviews and documentary review. The Statistical Package for Social Scientists (SPSS) computer software package was employed in data analysis. The findings of this study revealed that the declining number of staff and expanding enrolment led to increase of workload of academic staff. The study noted that the quality of academic output on students’ performance, research undertaking and public services were getting poor because of shortage of academic staff. The compensation of academic staff remained at poor level and lower in relation to the prevailing market and cost of living. This study recommended that, efforts should be initiated to redress excessive work load, improve the quality of outputs and improve the compensation of academic staff. It was recommended that detailed studies on the impacts of freezing employment on organisational and national development should be carried out.
