Item Assessing sustainability of community based water utility projects in Tanzania: a case study of Karagwe district(University of Dar es Salaam, 2011) Kirita, Wolta SifuelKaragwe District has total of 1075 water points out of which 359 water points are not functioning and remaining 716 are functioning at different level of efficiency. The study aimed to assess a linkage between rural water supply projects implementation approaches and sustainability of the water projects in Karagwe District Council using a SIDA Evaluation manual (2004) and Regular Ranking method to determine the program performance and Analytical Hierarchy Framework and Sustainability Snapshot method to determine the sustainability. The study was done in 24 villages in Karagwe District at Kagera region in Tanzania. Data were collected using questionnaires, key interviews, focused group discussion guide and desk study. A total of 356 heads of households were interviewed and Statistical Package for Social Sciences (SPSS 16.0) and Microsoft Excel Spreadsheet were used as tools to analyze the data. The results for Projects Performance was found to be between the unfavorable performance and acceptable performance (2 – 3) and by using Sustainability snapshot methods it shows that in all the projects technical skills is available for minor and major maintenance but funds and spare parts are not available when needed, results also shows 95.8% of surveyed water schemes are not sustained projects. The methodologies and approaches employed by implementing agency in provision of water influence the sustainability of rural water schemes and water supply projects have been shown to be an immense success when the community is involved right from the start of any project.
