    Factors inhibiting the effective implementation of HRM functions in Tanzania’s local authorities: cases of Temeke Municipal and Kisarawe district councils

    Human resources Training and Development is one of the core functions of HRM. In this study the researcher wanted to probe the factors inhibiting the effectiveness of staff training function in Tanzania’s Local Authorities. The study proved the anchor that the staff training at Las is poorly performed. This proof was achieved by comparing an ideal staff training programme with what is actually done in the Las staff training process. The study was based on the case study approach that focused the two Local authorities of Temeke municipal and Kisarawe district councils. A sample of 25 respondents from each Local authority were conveniently selected and interviewed. Personal interviews were used to supplement data collected through the questionnaires. The study findings, largely helped to confirm and reveal the anchor and the study premise. It revealed that: absence of training policy and programme, poor coordination of staff training, lack of funds and uncommitted top management towards staff training effectiveness largely affects the effectiveness of Las staff training function. The main recommendations of the study are that: Las should develop staff training policy emanating from within. They should also increase budget for staff training and establish a specific unit to oversee and coordinate all matters related to staff training initiatives.
