    The effectiveness of savings and credit Cooperative Societies in financing rural Micro-enterprises in Tanzania: The case of Bagamoyo District

    Saving and Credit Cooperative Societies (SACCOS) Offers the best options for tackling problem of financial services to rural areas. Besides many promotion came after independence, SACCOS existed since 1938. The review of Micro-finance policy and having small Enterprises policies create an access to the financing of small business to grow hence contribute to the country economic growth. Effectiveness of SACCOS arises from the prevailing existing situation where SACCOS considered as the solution to the financial problems to rural people. The idea of outreach considered as the one way of solving financial problems to rural have not materialized hence performance based on effectiveness and efficiency of SACCOS. The effective management, sound financial resources and networking are the core of SACCOS to be effective. The soft package was used for data analysis and Chi Square was used to make interpretation of the qualitative data so as to test hypothesis for this study. The study revealed that the main causes of ineffectiveness of SACCOS are derived from; function integrity, weak performance of management, qualifications of staff, commitment to the operators of SACCOS and weak internal control system. The financial resources of SACCOS are limited while the management of SACCOS is concentrated on traditional way, where savings are main resources. The capacities of committee to manage SACCOS profitable are questionable in most SACCOS while training and permanent employed staffs are not given priority.
