    Good governance and the effectiveness of the procurement systems in public institutions The case of Kinondoni, Ilala and Temeke municipalities

    This study examined the role of good governance and the effectiveness of procurement systems in public institutions. Specifically it assessed the influence of transparency, accountability and stakeholders’ involvement on bringing the effective procurement systems. The variables’ relationships were established through an explanatory studies under the positivism paradigm. Both primary and secondary data were used in the study. The population of this study was all municipal councils’ staffs from all the departments and mayor of councils. The sample size was 82 staff members from all municipal councils and the primary data were collected through questionnaires and interviews. Data were analyzed using ANOVA test and multiple linear regression to examine the relationship between good governance (independent variables) on effective procurement systems (dependent variables). The findings revealed that there is very great relationship between accountability, transparency and stakeholders’ involvement on influencing effective procurement systems. The existing relationships gave the lesson on how to improve the systems of procurement. It was advised that public institutions need to supervise these pillars in order to attain the maximum effectiveness of procurement systems.
