Item Water supply and sanitation situation analysis and way forward proposal for Kigali city, Rwanda(University of Dar es Salaam, 2007) Kabalisa, EsperanceThe purpose of this work is to have a more comprehensive understanding of the water sector, from the Institutional set up of water supply and sanitation sector to be human behaviors towards the services: impact of the separate water supply and sanitation management system and as result of all, what are the measures in order to alleviate the situation and what would be the output if there is no change toward the current situation. Desk studies were reviewed as methodology, field survey and water managers` consultation; interviews were conducted especially with private and government institutions leaders and local leaders and communities and lastly target group meeting and discussions within the sector especially in the WATSAN conference . the study found out that, with current 22 litres per capita per day Kigali City water supply is at 69% and 29% at 90 Litres per capita per day. This study also found out that only0.4% of Kigali population and 50% uses sank pits and 43.5% use latrines which are either rarely emptied hence the situation results into discharging with the rivers. From the above results, the study concluded that the management system of water sector is weak hence NIWSM free from political influence, is proposed. The powers of institutions of policy formulation, regulation, ownership, management oversight, and service provision should be separated in order to avoid the poacher-gamekeeper.
