    Assessment of the factors influencing the effectiveness of the training programme in the Tanzania public service commission: a case of the public service commission

    This research intended to examine factors that influence effectiveness of the training programme in the Public Service Commission. More specifically, the study assessed the influence of the organisation budget, management support, employee’s readiness for training, application of the training policy and the compliance of the process for training processes on the effectiveness of the training programme. The research constituted desk and field work. Desk work largely involved reviewing literature relevant to the study. Field work involved collecting data from the Public Service Commission departments. A sample size of 78 respondents was randomly selected and used in the study. The research used both primary and secondary data. Data were both quantitatively and qualitatively analysed with the help of SPSS. Frequency, mean and standard deviations were computed with the help of SPSS. Finally, correlation and regression analysis were used to establish the strength of each between the independent and depend variables of the effectiveness of training programme in the public service. The study found out that the training programme in the public service is not effective due to the fact that there were limited management support and insufficient budget for training. Moreover, the research revealed that there were inadequate training needs assessment conducted before the training. The study recommends that training and development should be implemented on grounds of the identified needs. There is also a need for the Government to increase the allocation of funds for the training and development of the civil servants. There should be a comprehensive and effective training plan in place so that employees could be given equal opportunities to be trained and developed and the plan must include evaluation of the training. The training institutions, policy makers and the Government, at large, should seriously consider training as the crucial part for attaining organisation goals. Further the study may include finding out new ways of removing the hindering factors and what could be the more effective manner of successful training program in the public service.
