    Allocation of government funds for educational media to enhance the teaching and learning Process in Tanzania secondary schools

    The supply of education resources, educational media in particular is paramount in Tanzanian secondary schools. This study aimed at investigating the effectiveness of the government budgetary allocation for educational media in secondary school in Tanzania. Three research tasks guided the study: First, to investigate the criteria and procedures used in allocating funds for educational media among secondary schools in Tanzania. Secondly, to investigate the adequacy of the government’s funds for educational media to meet the teaching and learning need in secondary schools in Tanzania. Thirdly, to investigate whether the allocated funds for educational media to secondary schools were certainly used for the intended purpose. Data related to the above tasks were collected in seven secondary schools in Mbeya and Coast regions. The sample of the study comprised one hundred and twenty five (125) respondents, including 2 officials from MOEVT; 7 school heads; 5 school accountants; 3 supplies officers and 108 subject teachers. The methods used for data collection included questionnaire, interviews (face-to-face and telephone interviews), documentary review and observational checklist. The data were collected and analysed both qualitatively and quantitatively. The findings revealed that the government’s set criteria which are the population of students in schools and the problem that the schools are facing are not considered by the government when allocating funds for educational media for secondary schools. Moreover, the government allocating inadequate funds to meet the needs of educational media in secondary schools as there is a great deficit between requested and allocated funds. As a result, all the secondary schools face a great shortage of educational media with the magnitude differing from one school to another. However, it was found out that the allocated funds for educational media are utilized for the intended purpose. The study recommended that, there should be a harmonized budget to meet the actual need of educational needs for all schools i.e. the government should be realistic and at least provide seventy percent (70%) of the school’s estimated budgets.
