    The manifestations of corrupt practices and their effects on provision of basic education in Muleba district, Tanzania

    This study examined the manifestations of corrupt practices and their effects on provision of basic education in Muleba district, Tanzania. The objectives of the study were to identify different corrupt behaviours practiced in education sector by different education stakeholders, examine the factors contributing to corrupt practices in education, find out the effects of corrupt practices in provision of education and suggest measures to be taken to combat the problem of corrupt practices in provision of education. Qualitative research approach was used to collect data informed by case study design to enable in depth study and deep experiences of informants about corruption practices in the provision of basic education. The study involved a total of 70 respondents, who comprised teachers, students, parents, education administrators, PCCB officers, magistrate and police officers. The respondents were selected through purposive and convenience sampling techniques. Data were collected through interviews, observation, focus group discussion and documentary review. Data were analyzed through content analysis. Data trustworthiness was ensured through credibility, transformability, dependability and conformability. The study findings revealed that corrupt practices were manifested in education through private tutoring, favouritism, fund embezzlement, sexual behaviours, kickbacks, false deliveries, manipulation/inflation of data, absence of transparence, and misuse of public facilities. It was found that corrupt behaviours prevailed because of low salaries and absence of incentives to educational servants, moral decay, weak management, absence of transparence, worries and fears, few anti-corruption officers, economic hardships, poor law enforcement and inadequate punishment. Additionally, findings revealed that corrupt practices led to low quality of education, low attendance in schools, presence of unqualified workers, inequity in education, dropout of students, imbalance in education and discrimination. Furthermore, it was revealed that in order to curb corruption practices in education there should be increase in teachers’ salaries and incentives, imposition of heavy punishment to corrupters, strengthening anti-corruption agencies, introduction of electronic payments, educating people and increasing transparency and accountability. It was recommended that employers should increase salaries, provide incentives and motivation to teachers and other education workers, establish online payments, educate people on corrupt practices through seminars, workshops and meetings, introduce corruption topic into primary education curricula, establishing and strengthening anti-corruption clubs in schools and increase transparency and accountability in working stations. It was also recommended that further studies on corrupt practices in education ought to be undertaken in other areas by fully involving community members.
