    Human resource management strategy and employee's performance in public and private organisations in Tanzania: the case of Tanzania Electric Supply Company Ltd. (TANESCO) and Tanzania Breweries limited (TBL).

    This is a comparative study of Human Resources Management (HRM) strategy and employees work performance in Tanzania's public and private organisations. It examines the extent to which HRM strategy is a contributory factor to the differences in work performance between the two types of organisations (including training, realising organisation objectives, pay and other incentives and staffing). The study findings reveal that TANESCO, which is a public organisation, does not invest substantially in its human capital through the above four functions compared to Tanzania Breweries Limited, which is a private organisation. The manner in which HRM strategy is executed in TANESCO has had a negative impact on the overall work performance. As a result overstaffing, divided loyalties amongst the staff, theft, corruption, embezzlement, low skill levels, erosion of professionalism and public service ethics and norms, moonlighting, laxity as well as sluggishness are some of the HRM problems characterising TANESCO. In such an operational context the performance of employees and the organisation has been considerably below standard for eight years compared to TBL. Several recommendations are made. Key among these is the adherence to the strategic conventional human resources management principles in public as it is in most private organisations in Tanzania.
