    Factors hindering implementation of ICT in public corporations: a case study of Zanzibar Social Security Fund

    Emergence of information and communication technology (ICT) improves efficiency and effectiveness of government in provision of services to their citizens. Tanzania spent large sums of money on ICT infrastructures. Also corporations invest in ICT. The main objective of this study was to assess factors which hinder the implementation of ICT in public corporations. Specific objectives included to examine how management attitude affects successful implementation ICT, to assess how user's willingness affect successful implementation of ICT, to examine how ICT staff competency affects successful implementation of ICT and to measure how organization readiness affects successful implementation of ICT.The study was conducted at Zanzibar Social Security. A total of 60 questionnaires were issued and analysed using linear regression model. It was found that management attitude, users willingness and organization readiness have significant positive relationship with successful implementation of ICT in public corporations while ICT staff's competency has insignificant relationship. In conclusion, it was revealed that implementation of ICT in public corporation was affected by management attitude, users willingness and organization’s readiness. In order to ensure successful implementation of ICT the organization should facilitate readiness toward implementation of ICT, motivate the user for ICT and finally, they should be prepared to face change.
