    Prospects and efficacy of regularisation of land rights in peri-urban Dar es Salaam: case study of Boko and Bunju "A" Village.

    Tanzania has recently enacted the Land Act, 1999 and the Village Land Act, 1999. "Regularisation of land rights and interests" (the scheme) is one of the legislative innovations that were brought under the ongoing land reforms that form part of the new land laws. "Regularization of land rights" is defined to mean a scheme of land reform designed to facilitate the recording, adjudication, classification and registration of occupation of land rights and interests by those persons living or working in the given area. This work investigates how the introduced framework of regularisation would operate in Boko and Bunju `A' villages of Kinondoni Dares Salaam. The work places the scheme/framework of regularisation on the ground and subjects it to the tests at the selected peri-urban villages of Dar es Salaam. The aim here is to check the efficacy and prospects of the scheme as an engine for planned urban development. It must be pointed out that Town and Country Planning Ordinance, Cap 378 makes provisions for the operation of schemes similar to regularisation schemes under the new land laws. The villages of Boko and Bunju `A' are governed by both the Land Act of 1999 and Town and Country Planning Ordinance, Cap 378. This work will investigate how regularisation schemes under the new Land Act, 1999 compare with the schemes under the urban planning law.
