    Problems facing human resource development in local government authority: a case of Kinondoni municipal council

    This study focused on finding out the problems facing human resource development in local government authority. The objectives of the study were to identify the individual problems facing Human Resource Trainings in local government to examine the organizational problems affecting human resource development within the local government authorities, and to investigate the strategies for undertaking human resource development in local government authorities. A case study design was used, where a sample of 70 respondents was employed. Data collection methods were interview and documentary analysis whereas data collection instruments were questionnaire, interview guide and documentary analysis schedule. Quantitative analysis was used to analyse the data. This was done with the help of Statistical Package for Social Science (SPSS). Different findings were obtained as per each objective, such as problems facing human resource development in local government. These problems were categorized into individual and organizational problems. One of the organizational problems affecting human resource development within the local government authorities was the organizational structure which hinders the effectiveness of training and development policy implementation. The study recommended that the training and development policies within local government authorities are obviously out of date and there is a need for frequent update of its policies aiming at meeting the current demands to be in line with the municipal works and technological changes.
