    Public policy and civil society organizations: the case of implementation of Dar es Salaam - Kibiti - Lindi - Mingoyo road Project.

    This study is about public policy and civil society organization in Tanzania, with the focus being on the implementation of the Dar es Salaam - kibiti - Lindi - Mingoyo Road Project. Although this project started in the late 1960s, it is still incomplete. As the result of this delay, the civil society in Lindi and Mtwara decided to take over the project from the Government but the Government rejected the idea. The purpose of this study was to find out why this project has stagnated for so long, as well as to examine the reasons for the government's reluctance in allowing civil society organizations to take over the project. Moreover, this study is aimed at finding out where exactly the problem lies within the policy process, from the formulation phase to implementation. Lastly, the study had to examine how civil society organizations as stakeholders, in particular those in Lindi and Mtwara interact with policy makers. Findings indicate that out of 500 kilometres which is the length of the road, only 68 kilometres (14%)had been competed by the end of 1999 - in sense of reaching a bitumen standard. In terms of supervision, there is weak leadership, rampant corruption and embezzlement of funds. It was found that government officials do not adhere to policy objectives. Furthermore, Tanzania was found to be very weak economically, and thus she cannot build this road alone; nor can the civil society alone do it. Only the addition of donors assistance can transform the possibility into a reality. It is found again that civil society organizations did not contact any donor and thus only acted as a pressure group to the government for fast implementation. In this project it is found that donor communities know much about the project but all of them, with the exception of Kuwait and Saudi Arabia, do not show interest. It is found that during implementation, the civil society is not involved at all, and the state considers civil society as a threat its social and political control of society.
