    The use of capitation grant to improve primary education in Mwanga district

    The study investigated the use of Capitation Grants to improve Primary Education in Mwanga District. It was learnt that Capitation Grants have became increasingly important in the improvement of quality education in recent years because of the importance of education in development of the country. In Tanzania, as far as primary education is concerned minimal efforts have been redirected to education. In the 2000s, the Government of Tanzania has implemented PEDP Policy by providing Capitation Grant to help finance non-salary expenditures with little impacts because the funds provided were not enough to do all activities as planned.The study investigated how Capitation Grant was used to improve primary education, the involvement of people in the monitoring of Capitation Grant, and assessed the constraints and challenges that are encountered in using Capitation Grant. The study also suggested how capitation Grants should be used efficiently to improve education. During the study, it was recognized that Capitation Grant provided were used to purchase teaching and learning materials, classroom constructions and improvement of examinations. It was also identified that the funds disbursed for PEDP from the Central Government were not enough to do all activities as planned.The study assessed the constraints and challenges encountered during the use of Capitation Grant and identified that most of the primary schools are located in remote areas while school items are purchased in town, this increases cost of transportation, also identified that there was a delay in delivery of the funds for PEDP implementations. The recommendation was made that because the funds disbursed from the Central Government were not enough, Mwanga District should provide funds to improve education, and employ more teachers should be recruited to increase teaching staffs and increase involvement of the communities to provide support in construction of buildings.
